Meteorological services are undergoing a transformation from providing forecasts of atmospheric conditions towards delivering actionable information on possible impacts and risks. Drawing on examples from the RiskLab at GeoSphere Austria, this lecture introduces key concepts of risk science and demonstrates how hazard information can be combined with exposure and vulnerability data to support risk-informed decisions. The talk reflects on current developments in impact-based forecasting and climate (risk) services and discusses future challenges and opportunities for the meteorological community.

The moist bias in the upper troposphere and lower stratosphere (UTLS) is a well-known deficiency in NWP and climate models that can compromise forecasts of the atmospheric circulation. Using a multi-month European radiosonde dataset in a tropopause-relative framework, stratospheric radiosonde humidity assimilation is shown to reduce the UTLS moisture bias year-round and also improves the temperature and wind fields across the tropopause. Validation against independent NAWDIC airborne lidar observations confirms a substantially reduced moisture bias. The findings underscore the need for improved and enhanced humidity measurements in our observing system.
